There are two possibilities I see: the newscaster is an enemy of "us", presumably Lorde and You or the people as a whole, or the newscaster is an ally. It's a good bet that they're connected, but let's take a step back and talk about this line by itself. We've already had one line about TV, and here's another. The men up on the news they try to tell us all that we will lose. Actually bringing the knees closer to the body folds you into a protective position, often assumed after major trauma (either physical or mental). Folding your legs underneath you keeps the knees in the same position. If you pull your knees in, you end up in a fetal position. We ride the bus with the knees pulled in.
